
HOUSE CONCURRENT RESOLUTION NO. 26
(By Delegates Marshall, Ashley, Perdue and Capito)
Requesting the Joint Committee on Government and Finance to make a
study of the feasability of adopting some form of electronic,
computer or internet voting procedure.

Whereas, The cost to the state for the conduct of a general
election is approximately two million dollars; and

Whereas, Many of the citizens of our State often fail to vote
on election day for reason of absence, inclement weather, illness
or other unavoidable cause; and

Whereas, The increasing availability of computers and internet
service to the general public suggests the possibility that online
voting could reduce the cost of conducting elections; and

Whereas, A workable and secure method of casting a ballot on
election day without travel and other inconvenience could in effect
enfranchise many of our citizens; and

Whereas, An in depth investigation into the possibilities of
online voting might reveal other advantages which are not
immediately apparent; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby requested to review, examine and study the feasability of
instituting an online system of balloting in the State of West
Virginia; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2001, on
its findings, conclusions and recommendations; and, be it

Further Resolved, That the expenses necessary to conduct this
study and to prepare the report be paid from legislative
appropriations to the Joint Committee on Government and Finance.
